A new effort to save Birmingham-Southern and other colleges at risk of closure is gaining ground in the Alabama legislature. SB278, filed Tuesday, would establish the Distressed Institutions of Higher Education Revolving Loan Program Fund to provide temporary aid to struggling public and private colleges in Alabama.
